International law and International Relations are two clearly related disciplines. There are many overlaps on the connotation and the object of study between the two. Study of the International Organization and International Regime in the discipline of International Relations, is a high coincidence with that of the International Law. The United Nations Collective Security Regime is the core in the United Nations systems, and is the most important international regime of safeguarding world peace and stability. At present it faces many questions in its development and practices, on which the scholar of international relation have different perspectives. Solving these problems from the perspective of International Law has important research values. The Collective Security Law is developing a long with the practice of the United Nations Collective Security Regime. Applying Collective Security Law in solving the problems involves how to make it effective with it and beyond the frame of the United States. The Collective Security Law, although as a shaping law, will gradually weight more and more in international relations.
