Towns and townships, as the Party' s basic level organization and grass-roots authority, is the directest bridge and link between the Party and 900 million agriculture population. It' s the Party' s stronghold in the basic level social organization, the foundation of the Party' s work and combating effectiveness, through which the Party' s guiding principles and policies can be taken in to effect. Therefore, it is especially important to keep strengthening and improving the governing abilities and standard of the cadres at the basic level. While leading system is the decisive factor for leading efficiency. Thus studying the township leading system is significant both in theory and practice.In view of various problems existing in the township leading system, the paper advocates a set of new leading system, "the Party built on the government, the government wider than the Party as well as members of the Party and the government holding concurrent posts to the ultimate degree. "by analyzing scores of years of development process of township leading system, that is from "Party-government separation" to "Party-government integration."The author summarizes the shortcomings and problems of the current township leading system through analyzing its current situation in more than 20 towns in Xintai, Shandong Province and puts forward the concrete content of the new township leading system:The leading members of the Party committee should hold a concurrent post in the local government;According to needs, the Party and the government can retain a chief leader separately in towns and townships. The model of Secretary of the Party committee holding a concurrent Post of town head can be explored, if permitted;T o fix severed crossing concurrent posts reasonably;To improve joint conference system;To reduce the numbers of posts in leading groups.
