Since reform and opening up, the economic growth has been persisting and fast in Dongguan leading by Den Xiaoping Theory. The great gross of collective economy in countryside is a distinct feature about Dongguan economy. As a representation of rural developed areas which have urbanized, the native villages are very different from other rural areas in China. The first differentia is that almost all village committees here can control wealthy collective capital. The second is villages keep continual relations with other cultures, the third is the pattern of economic growth is simplex, and the last point is there are lots of flowing population. The great collective economy and the new pattern of social-economic administration need to be led by a team of high-quality cadres who have outstanding abilities and in the prime lives. But the existing grass-root cadres can not keep up with the new position. When the rising wave of countrywide economic growth is coming, many problems are going to appearing in Dongguan countryside and maybe stunt father development about Dongguan city. It is the new important problem in constructing the grass-root political power. Because of the particularity of economic development, an administration pattern named "new collectivism"has formed. This political-economic pattern has some primary characters: huge collective economic foundation, centralization of public power, high-efficient executive and economic functions, and fargoing affairs. Controlled by the "new collectivism", the group of governors in country has held the balance to rural development. If a rural community want to get continual growing, the governors'ideas,consciousness and abilities must follow the times and the growing wave. So, the new task is put forward to reinforce the construction of reserve cadre team in Dongguan villages, to solidify the basis of Communist Party's regime, and to strengthen the construction of the Party's ministerial abilities. The development and stabilization in rural grass-roots are all-around and deep-influencing. Currently, a lot of shortcomings have occurred in village cadre group, such as oldness, unreasonable structure, shortness of sequela, absence of abilities in social integrated management. Then a hotspot and at the same time a nodus, is how to strengthen the building of reserve cadre team in countryside. In lately years, the research to construction of reserve cadre team in Dongguan countryside has rolled up some experience. It can plot out three stages: idea germination stage, spontaneous search stage, and standardization stage. Originally, extensive random experiments are main works, then later, some towns and villages want to search for high-quality and high-degree humane resource on their own. Today, some achievements have got in research of standardization and sizeable systematization. But the research must be went on to adapt the ongoing position. There are five contradictions which are influencing and restricting the construction of reserve cadre team in country: (1) the confliction between pressure of quickening the construction and slowness of the cadres' thoughts. There are four kinds of impediment thought in rural cadres, such as angst about wasting their energy and time, demanding perfection, fear of losing their jobs, and holding the country work in contempt. (2) The confliction between high request of the goal to construction and low attraction offered by country works. The degree of village economic station and the number of returning back elitists develop in direct proportion. (3) The confliction between need of quickening growth and absence of methods during exercise. The growth of reserve cadres is slow in general, and few of them can really be successors of committee at last. (4) The confliction between request of standard system of management and the random actualities. We can find incompatible systems, unscientific matters and single methods in their management. (5) The confliction between big reserves and few amount of use in opposition. The two primary features of affecting reserve cadres'appointment are the choice by Party committee in town and by the masses. Combined with exciting situation and developing road in future, I put forward my views and make some suggestions aiming at resolution of the problems and the conflictions. First, we should change our ideas to build nicer atmosphere. We shouldbuild up the concept of largo cultivation and broad reserve, the correct concept of official achievements, the right concept of appointing cadres. Second, we should innovate the patterns of selection, to exploit various channels. The cadres selection should be classified, and should be management by different levels and stages. Third, we should increase the energy in cultivation to shorten the period of reserve cadres'growth. There are four emphases that must be accomplished: integrating training resources including three degrees as city, town and village; innovating culture methods; taking exercise in given posts; holding termly training class. Fourth, we should build standardization systems to improve cadres growing conditions. We should track the thinking and work behavior termly, and carry out dynamic management in order to keep a constant in the team of reserve cadre. Filing the dates of reserve cadres and building some mechanisms of inspiration and safeguard. Fifth, we should combine reserve with use in exercise to make the best possible use of men. During the reserve cadres'growing, we should appoint some mature of them, exercise some potential ones and recommend some outstanding of them. The research to construction of reserve cadre team in Dongguan countryside is a tactic need for reinforcing the construction of leading group and insuring country career having qualified successors. It will improve the stuff of village cadres, optimize the structure of cadre team, and will provide enough high-quality human resource to impel the continual development in Dongguan countryside.
