Along with the development of the military affairs innovation ,The PLA equipment developments appear progress by leaps and bounds of good situation , and lay the hard foundation for the military conflict against Taiwan . It is outstanding problem that the cost of maintenance guarantee increases continuously and quickly, taking up the investment of the new equipment, weakening the equipment renewing ability. The maintenance cost of a certain army main equipment is to account for 60-70% of its whole life cycle cost . But military equipment is dependable a hundred per cent impossibly , maintenance guarantee is necessary. How do we alleviate and solve this contradiction? We must increase the maintenance guarantee efficiency to find out the methods.This paper regards the whole life cycle(Demonstration, Research to manufacture, Manufacturings Deployment, Disposal) as the clues, then the maintenance guarantee efficiency for research object, analyses the influence factor of maintenance guarantee by dividing the whole life cycle and combining quantitative analysis and qualitative analysis together .In the argument and research period, we will find out the main influence factor of maintenance costs . At the same time , we will control availably this part of costs in the service and disposal period .According to the basic principle of the output and input in economics, we proceed with the economic analysis of maintenance guarantee by the law of the minimum cost and constant income , then discuss the general procedure and the method at each stage in the whole life cycle . The text puts forward finally four changes about the current maintenance mode and five measures that increase efficiency. The paper lays the foundation theoretically for changing the tendency that thinks highly of military efficiency and looks down upon economic efficiency, ensuring "Reliability Centered Maintenance" project to realize, attaining reasonable on military affairs , advanced at the technique, professional on production , worthwhile on economy ", We will realize the military efficiency with economic efficiency simultaneously.
