The Study On The System Of Chinese Agricultural Policy-directed Finance In The New Period

In recent years, with the reform of the system about purchasing and selling of grain and cotton the Agricultural Development Bank is facing the predicament, which is its business scopes have shrinked largely and functions must make a reservation again. For this reason there are a lot of disputes about the existence of the agricultural policy-directed bank. And Chinese scholars have proposed about four schemes. The first: close; The second: incorporate into the Agricultural Bank; The third: commit the policy-functions to some commercial bank; The fourth: recover and perfect its functions. Under the backgrounds this paper proposes the theme on the reform of agricultural policy-directed finance in our country. By counting on the new institutional economics, development economics and ect, this paper finds its theme in combined analysis through evidence arguing and normalizing, quantifying and qualifying internationally and historically, in order to describe the existence necessity of agricultural policy-directed finance in our country, and propose how to construct the system under the WTO frame.From the aspect of "public goods" and with the facts of agricultural policy-directed finance system in modern and developing countries as the background for experience borrowing, this paper analyses the system changes and feature of agricultural policy-directed finance in our country overall, by counting on system changing theory, "public goods" theory and ect. Especially, this paper reveals and analyses the current defect deeply, in order to find the origin of the low efficiency to serve the reform of agricultural policy-directed finance in our country.The goal of the reform of agricultural policy-directed finance in our country must accord with the national conditions of our country and adapt with the important position of our agriculture, public interests maximizing and basic rules which the bank manages. Therefore, this paper analyses the demands from peasant households, agribusinesses and government, and the supplies of the system from the feasibility, in a bid to build the system mode according with the national conditions of our country. Because of the background and other limited conditions, this paper proposes the overall frame of the system based on the agricultural policy-directed bank. For this reason, the last part proposes the measures by above-mentioned logic clue.
