Since the People's Republic of China was founded in 1949, the development of non-state economy has always been one of focal issues in the development of social economy. The understanding and the policies towards non-state economy have always been an important part of the general line and the general policy of Communist Party of China. Taking Marxism as guidance, adopting the position, views and methods of the historical materialism, this thesis defines the non-state economy on the basis of the existing research achievements and analyzes the nature of it by combining with the present situation of China. Besides, the thesis reviews the development course of non-state economy in China and the role it plays in promoting the well-off society of comprehensive construction of our country since the foundation of the state. Looking back on the trajectory of understanding and the evolution of policies of the Party towards non-state economy, the thesis summarizes the experiences of success and the lessons that failures gave us in historical process of twists. After describing the current situation and characteristics of the non-state economy in China, the thesis uncovers the restricting factors in its further development. On the ground of above, the thesis puts forward some innovative measures of promoting non-state economy development according to a document issued this March, which is called "Some suggestions of the State Council on encouraging, supporting and guiding non-state economic development such as individual and private businesses etc."...
