Research On Crisis Management System Frame In Water Conservancy Industry

Due to the frequent occurrence of crisis, crisis management becomes a new challenge for both government and enterprises. The water conservancy industry also faces challenges of different kinds of water crisis: such as, flood, drought, serious headwaters pollution and soil erosion. This thesis studies and discuss about what type of crisis management systems should be built for the water conservancy industry and how to build them. The article firstly analyzed the research background of the topic and proves the necessity and urgency of crisis management research. The content of the thesis is selected base on three major aspects: the crisis management experiences gained domestically and abroad, the trend of development of crisis management and the current situation and demand for crisis management in the water conservancy industry. Author studied and discussed the shell of the crisis management system by using three different methods: case analysis, analogism and systems analysis. Base on the currently crisis management situation in the water conservancy industry, author proposes the idea of setting up unified, regulated and standardized crisis management system. The author also designed the frame work for the crisis management system. In order to make the crisis management system feasible, author further analyzed the function and the point of constructing of each subsystem and discussed the optimization of movement mode of the whole system. In addition, author also attempted to find out measures of perfecting the movement mechanism. At the end of the thesis, author discusses an implement plan, aiming at the concrete implementation process of the crisis management system frame in the water conservancy industry, and the author also put forward detailed suggestions for ways of implementing the system frame proposed in this thesis. The major research results of the thesis are: 1/Built up the frame model of the crisis management system; 2/Built up the movement mode of the structure system; 3/Put forward the suggestion to perfecting the movement mechanism of the crisis management system; 4/proposed implementation plan of the crisis manages system in the water conservancy industry. The research result will further promote crisis management to become unified, systemized and standardized which in turn will help to improve management level of crisis. It also helps to enhance the organization management level, improve the mechanism of defending and promoting unified way of management. The author also hopes that the research of this topic will help to improve the management system in the water conservancy industry and contribute to the perfection for the overall management mechanism in the industry. ,...
