The industrial association, enterprise, market and government are the four main bodies of marketing economy. And the industrial association is the certain product of marketing economy. It is one of the marks of marketing economic system maturing to establish perfect industrial associations. During the special time of Chinese economic constitutional transition, the process of transition from all-powerful government to limited government is also the process of the industrial association beginning and developing. As the important component of Chinese marketing economic system construction, the industrial association is playing more and more important roles and developing more and more broadly with continuous reform and government functions transition.After professional departments of economic management were repealed, all sorts of chemical industrial associations have been the indispensable middle link of chemical industrial system. Especially, after China joining WTO, industrial associations not only need to regulate the contradiction of national enterprises' benefits and sequence in international competition, but also undertake to protect national enterprises' legal rights in international markets. As the NGOs on behalf of chemical industries, chemical industrial associations are taking charge of more and more arduous affairs for regulation, conversation and protection of enterprises' legal rights in international markets.Chinese chemical industrial associations mainly developed from the interior of the system, so they have serious inherent defects: some are sponsored by the government; some are the extension of department management in planning economic system with strong administrative color; for the shake-up, some are only the means of mitigating the contradiction of employment, with the shell of associations; and some are the transformation of the government, characterizing the transition of the period. The main defect of chemical industrial associations is, a fuzzy line between the functions of the government and the associations, the second government and a whole integrating economic organizations, administrative functions and enterprises. Because most of chemical industrial associations did not come from the interior of marketing economic system, their operations lack wide social basis and attraction for chemical industries, their healthy development is limited and influenced seriously.
