Study On Perfection Of Fiscal Transfer Payment System In Guizhou Province

The perfection of fiscal transfer payment system at local level is an imperative demand of improving tax assignment system, guaranteeing normal operation of governmental function, consolidating the political power at grass-roots level, and promoting the coordinated development of national economy by narrowing the gap between eastern and western area. According to the Measure for Fiscal Transfer Payment During Transition Period formulated by the central government, local governments have established the fiscal transfer payment system with different characters, which have played active role in promoting the local economic development and enhancing basic-level political power building. But in practice, they all featured with transition and lacked of standardization, which means that further research and improvement is needed to form a more scientific, standard and united fiscal system.There are a lot of problems in the current fiscal transfer payment system of Guizhou Province, which mainly run as follows: the scale of transfer payment is too small; the transfer payment responsibility is not clear due to the lack of basis for transfer payment from provincial level down to the prefecture and county level; the selection of payment objective is improper which lead to the insufficient of the effective transfer; the distribution of fiscal transfer payment system is not regular, as the result, there are too much randomicity in the payment; special fiscal transfer payment is too large and extensive to embody the special purpose of payment; and a series of problems existing in the policy of substituting subsidies with rewards.To perfect fiscal transfer payment system of Guizhou Province, the total amount of transfer payment must increased, the target of fiscal transfer payment must be set reasonably, and the more scientific method must be used to estimate the amount of payment. The measure of substituting subsidies by rewards should be improved by adjusting the base for reckoning regularly and putting element-based calculation method into more use. At the same time, in order to establish a fiscal transfer payment system comply with local condition of Guizhou Province step by step, related counterpart measures must be adopted such as promoting system renovation, transforming function of government and accelerating the institutional reform of local government etc.
