Since reform and opening-up, though the SOE reform of our country has issued a lot of policies and measures, but it can not be getting deep that some enterprises reform so far, it is not obvious to reform the result. Trace it to its cause; relate to innovate in time in corporate cultureState-owned engineering consults enterprises is affected by management system of the tradition, face the same problem in state-run project, its corporate culture reflects the characteristic that the bureaucrat appears rigidly. In the future, in order to adapt to the change that survives with the development environment, consultation's corporate culture of the state-run project will carry on innovation, and influence business administration to be improved. Consultation's corporate culture of state-run project under the institutional environment of planned economy for a long time, challenge in the face of domestic environment that the international environment of economic globalization, social informationization and market-based reform are deep, obviously present the management theory and lag behind, the values are outmoded, such bad phenomena as enterprising spirit dullness, corporate image fall back, the development consulting enterprises in state-run project has met unprecedented difficulty. Should solve these problems, it is to carry on consultation's enterprise's cultural innovation of the state-run project to be primary, basic, it is state-run to be namely innovate by management theory of the consultations project, it establish new idea such as "people centrality ", "Rational competition", "Team unity" and so on; Consultation's values of state-run project of innovation, establish rational individualism values, grade difference values, sustainable development values; Innovation state-run enterprising spirit, mould and look for novelty and think and become, improve oneself and unite, respect work aggressive enterprising spirit; The state-run corporate image of innovation, reinvent the corporate image that the independent sincerity, management take risks high-efficiently and altogether.This paper points, there are a lot of questions in corporate cultures in the state-run project consultation at present: The consciousness, corporate culture of the abuse, corporate culture which lack the corporate culture come to the surface.
