Performance appraisal is the kernel of the human resource management, and compensation system is the application to the result of the performance appraisal which both benefit the achievement of the organizational target. Performance appraisal system itself plays a kind of motivation role, but this kind of motivation mainly based on the consciousness and the quality of the employee, moral factor plays a obligatory role, once someone breaks the moral code while he or she does not has been punished, there will be "Bad money drives out good.", on the contrary ,if someone works hard and not gets the ratify and the motivation by the organization , they maybe repelled by other colleagues instead, then the dash that he works will be weakened, keep average working efficiency for pursuing the approval of other members of the organization. So the motivation system on the basis of the performance appraisal must be set up. Although there are many ways to encourage staff, the compensation can still be regarded as a kind of effective encouragement means in according to living standard and general psychological need of the staff at present. Just as the performance appraisal system, compensation system is the key part of HR management. Aiming at offer good encouragement effect, compensation is using performance appraisal and to promote the realization of the organization's goal by improving staff's behavior and their working efficiency and quality. The nature of the People's Bank of China is Central Bank of the People's Republic of China, under the leadership of the State Council , especially exercise the function of the monetary policy. CCBP bank is set up by the People's Bank of China according to fulfill the duty of the PBC. Now CCBP bank face keen competition and challenge inside and outside, Requiring carry on further exploration and perfection to the performance appraisal system and remuneration system in this bank at present. Though CCBP bank has made some checking methods, for various reasons, after it is executed for a period of time it becomes a mere formality , it has not really " awarding the diligent and punishing the lazy " , check and rate mode has not played very good encouragement function , the staff's enthusiasm has not been really brought out , it need to reform the already existing check and rate system, setting up a new performance appraisal system which can produce staff's latent energy, promote to achieve the goal of the organization. This text carries on research with performance appraisal and the theory and practice of compensation from different visual angles , different levels, combine the concrete conditions of this bank , has put forward the CCBP bank compensation system scheme on the basis of the performance. There are six chapters in this paper, chapter one is the introduction, analysing the competition and challenge in CCBP bank's inside and outside environment at present, putting forward the necessity and urgency of setting up the compensation system on the basis of the performance. Chapter two is about performance appraisal and compensation theory researching summarize. From management, organizational behavior view ,this chapter sums up and analysis the performance appraisal andcompensation theory, the author recognizes that the staff's performance actions and results are all the important parts of the performance appraisal and the motivation has the index role to performance appraisal. By explaining the research results of the management, organizational behavior about performance appraisal and compensation system, it offers theoretical foundation and some enlightenment for CCBP bank designing of the compensation system that on the basis of the performance. Chapter three , which is based on the comparing of domestic and foreign public organization performance appraisal and compensation system, has summarized the disparity of our country public organization performance appraisal and compensation system which exists in practice course; has researched and summed up the architecture and the development trend in the future of the performance appraisal and compensation system and pointed out the difficult point in the management of the performance appraisal and compensation system , got the idea of designing the compensation system which based on the performance appraisal. Chapter four , which is on the basis of the performance assessing and analysis the current performance of the CCBP bank, designs the performance appraisal system for CCBP bank. Chapter five based on the analysis of compensation system, combined with the goal of the organization of CCBP, used method of the whole visual angle performance appraisal, has proposed the design plan of the compensation system on the basis of the performance appraisal for CCBP and also put forward the essential condition of the implementing ofcompensation system on the basis of the performance appraisal. Chapter six is a conclusion, explain the main work and conclusion of the article. This paper on the basis of the duty of CCBP bank and the challenge it faces at present, Using the principle and method of performance appraisal and motivational theory (mainly compensation system).Referencing the practice of performance appraisal and compensation system of the domestic and international public organization,basing on the analysis of the management of this bank and staff's real foundation deeply, designs compensation system on the basis of the performance appraisal, and it has been partly tested in CCBP bank. Through the test run for a certain time, strengthened the communication between the superior and the subordinate, Performance levels of staff improve generally, the satisfaction to the organization has been strengthened too, have promoted the realization of the goal of organization. Seeing from the result of the test run, it has made certain achievements, but some places need further perfection and improvement. Seeing that there is generality in public organizational management, this scheme, not merely to CCBP bank but also it has lessons for other domestic public organization's manpower resources management to draw. This paper draws lessons from the achievement of forefathers'study, combines the realistic state of CCBP bank , the goals of the organization and challenge it faces, has put forward the solution to the compensation system on the basis of the performance appraisal to CCBP bank, but for my energy and knowledge level are limited and the restriction of article...
