The research of administrative culture receives the academic circles' and the political circles' personage's attention day by day, among them the research of appraising administrative culture intensifies day by day too. But appraising administrative culture lay particular emphasis on the respect of qualitative analysis, also about equal shortage to the respect of quantitative discussion at present. Meanwhile, because fuzzy mathematics is widely used, in addition, administrative culture has some characteristics such as being fuzzy and comprehensive, so can try to probe into the question of the application in the respect of appraising administrative culture.Fuzzy mathematics is one new discipline, but the development and its application are very much fast. The basic concept and the key part of fuzzy mathematics are fuzzy sets, the degree of belonging to and the function of belonging to, they are the key to describe the fuzzy relation of the things and applying fuzzy mathematics method. In fact, a lot of fuzzy phenomenon and relations those are not totally definite exist in actual life, the classical mathematics method can't solve the problems, but fuzzy mathematics can solve these problems better. In all kinds of applying fuzzy mathematics, the method of fuzzy comprehensive appraising is a relatively shaped applicative example with good result.Appraising administrative culture is a focal and difficult point in studying administrative culture, up to now, there is not any method and model to be shaped relatively and approved.Appraising administrative culture needs to follow a series of principles including the objective principle, the overall principle, the principle of stressing the key points, the principle of operability, the principle of combining qualitativeness and quantativeness, and the principle of adaptability in tactics. Meanwhile, there are a series of characteristics in appraising administrative culture, such as fuzziness, comprehensiveness, weighing and practicality. And this series of characteristics offer the prerequisite for applying fuzzy mathematics method in appraisingadministrative culture; Meanwhile, the main characteristics of fuzzy mathematics basically meet the principle request that should be followed in appraising administrative culture; Moreover, the application of fuzzy mathematics method in a great deal of fields has offered more abundant experience and reference; Finally, the application of fuzzy mathematics in comprehensive appraising the things, and the method and model of fuzzy comprehensive appraising offer a kind of model for basis and consulting. What time because of the above, it has suitable feasibility that applying fuzzy mathematics method in appraising administrative culture.People can do the definition to administrative culture in two respects of broad sense and narrow sense. Here, we may summarize and think that administrative culture is a complicated whole that including the administrative psychology of the person (mainly the administrative main body) who reflects the relation of administration about the public administration activity formed under certain social environment and inside environment, the administrative standardizes and rules, the value view of administration, the network of administrative culture that contact all parts of administrative culture, and the administrative image. Appraising administrative culture needs to choose some indexes in order to form the indexes' system about administrative culture. And choosing the indexes should follow some principles including model principle, universality principle, relativity principle, sensitivity principle and measurability principle. Under these principles, we can choose some first class indexes, and in this way, the indexes' system in appraising administrative culture can be basically built up.Applying the method of fuzzy comprehensive appraising in appraising administrative culture is to set up preliminarily the fuzzy comprehensive appraising model of administrative culture on the basis of building up the system of the appraising indexes in administrative culture.
