With the Reform and Opening up for more than twenty years, ourcountry's international trade have developed in a rapid speed. Theforeign trade advantage of China is decided by the comparativeadvantage based on the Factor Endowment. The SMEs (Small andMedium-size Enterprises) play a more and more important role inChina's export trade, which could highlight the labor-intensive type ofChina. SMEs numerous in quantity give full play to abundant andcheap labor ,the comparative advantage of China and become thepowerful strength in international competition of labor-intensiveproducts.It is counted by Administration Department for Industry andCommerce that there were more than the 3.6 million SMEs and morethan 27million industry and commerce individual enterprises in Chinain 2003, which account for 99% in all kinds of enterprises in China.The final products and value of service account for 60% in China'sexport volume. All kinds of non-public enterprises compose a greatpercentage in all of the enterprises. Contrast to large-scale ones, SMEshave the advantages such as flexible operating mechanism , simplemanagement structure and abundance of an incentive system. In mostcompetitive industries, especially in the labor-intensive industry,SMEs occupy the absolute predominance position as a whole.But SMEs face a great deal of problems ——first, it is that thecompetition from international market is unusually fierce. Traditionalmarkets like Europe, America and Japan has established a multitude ofnames of restriction on export products from our country. And variouskinds of trade barriers emerge in an endless stream in recent years.After our country's entry to WTO, all these changes brought manyeffects on our country's SMEs. A lot of factors in macropolicyenvironment in our country offered to SMEs, become obstacles indevelopment of SMEs'exports trade. And meanwhile the socialservice system construction of our country taking SMEs as serviceobject has just started at the present stage. It is not perfect andsystematic enough to give SMEs favorable support. At the same time,most SMEs have the weaknesses like lack of talents, lack of R&Dability, lack of funds, marketing channel being not smooth , etc.. Allthese factors form bottleneck for SMEs to develop further in exporttrade. This text starts with our country export current situation andquestions there of SMEs at present. Utilize Comparative AdvantageTheory to explain development of SMEs is benefit for our country'snatural endowment structure improving so that to realize comparativeadvantage jumping. And take Agglomeration Economies Theory as abasis correctly, carry on systematic analysis to the validity of theagglomeration of SMEs of our country. Point out that at present ifwant to bring about an advance in export of SMEs of our country, onone hand the macro environment should be created which is suitable...
