How To Improve Our Country's Administrative Information Publication System

The administration information publication system is an important legal system in the modern country administration, it is an administrative system that, in accordance with the duty rights or the request of the opposite persons, the administrative principal will disclose the administrative information to the elative person or the society, and allow them to consult, quote and copy the administrative information. In this article, there are five parts to carry out the research to the system. The first part is the preface, the author expounded the purpose of writing this article, and the research contents of the article. The second part is the connotation of the administrative information publication system, the author intensively discussed the concept and contents of the administrative information publication system. The third part is the judicial logic foundation of the administrative information publication system - the facts knowing rights (administrative information knowing rights). This part is divided into four parts including the concept of the knowing right, the constitutional origins of the knowing rights, the constitutional foundation of our country's knowing rights, the relations between the knowing rights and the administrative information publication. The author systematically and completely introduced the denotation of the knowing rights, analysed the relations between the knowing rights and the administrative information publication. The relations between the knowing rights and the administrative information publication is: The knowing rights and the administrative information publication are two sides of one question, they belong to the relations of unity of opposites. As a kind of constitutionalright, the knowing right is the constitutional foundation of the administrative information publication system, and the administrative information publication system is the systematic arrangement to realize the citizen's knowing rights. The knowing right is nothing without the administrative information publication system. In the fourth part, the author analysed and concluded the significance and value of the administrative information publication system from the three sides of politics, economy and law. The fifth part is the most important part of this article, the author described how to improve our country's administrative information publication system. First, the author concluded the present situation of our country's administrative information publication system from the two sides of legislation and law enforcement practice, then analysed and concluded the problems existing in our country's present administrative information publication system. The author concluded the problems in six categories: 1, Our country has insufficient knowledge to the characters and importance of the administrative information publication system. 2, The judicial system is not very complete. 3, The subject area of the administrative information publication system is too narrow. 4, the object area is too narrow. 5, The publication channel is too narrow. 6, Our country lacks the relevant supervision system and the remedy ways. At last, aiming at the problems, the author proposed the ways of thinking on how to improve our country's administrative information publication system: 1, To list the knowing rights into one of the basic citizen constitutional rights. 2, To adhere to the right guiding thoughts and administrative ideas. 3, To complete the legislation of the administrative information publication system. 4, To gradually enlarge the area of the administrative information publication. 5, To scientifically bound the area of the confidential information, to enlarge the objective area of the administrative information publication. 6, To speed up thedevelopment of the electric administration, to broaden the administrative information publication channels. 7, To establish and complete the supervision and remedy system of the administrative information publication.
