In China, necessary cooperation among local governments in mostareas fails to be carried out or causes dissatisfaction between parts. Certain local governments employ segmentation and counteraction to benefit or even worsen them while damaging counterparts.Judging from the current situation, reasons why local governments hesitate to collaborate are as follows: lack of cooperation spirit of local bureaucrats and the traditional idea of 'avoiding mistakes by taking no action' are the subjective reason, which influence their non-cooperation; Presently, the Chinese politically promotional gaming results in cooperative barriers between local governments; the similar industrial structure and reconstruction blur comparative advantages of individual regions, which decreases the possibility of both labor division and mutual complementarities between different regions; the economic gap among regions and unbalanced development increase the level of co-operational difficulty among local governments. Unpredictable and unmeasured cooperative outcome, and unequal allocation of cooperative benefit fortify the difficulty of deep-seated cooperation among local governments; absences of rigid supervision for the implementation of cooperation contractual spirit, and legal sanction lead governmental cooperation to be formalized with less effect and consequently casts a negative impact on the cooperative inclination among local governments.To promote cooperation among regional governments, It is indispensable to take following measures: a) set and extend examples of successful cooperation among regional governments, arouse the cooperative intention; b) transform the role that government plays, handle rightly the relation between government and market, balance various deep-seated problem arising in the process of economic development relying on the power of market; c) replace the single-center developmental model with diversification developmental model, create the basis of inter-governmental cooperation; d) formulate scientific and normative performance evaluation regulation to overcome the negative influence on local officials in the political promotional gaming; convert value-added tax into consumption tax to prevent reduplicate constructions and impair the counteraction basis among local governments; set up better cooperative negotiation system. |
