Study On Tactics And Measures Of China Classification Society Replies Port State Control

Since the 70^th of the 20^th century, some serious marine accidents have occurred frequently, and these have endangered the safety of life at sea and polluted seriously the marine environment. All these serious accidents have caught the high attention of the International Marine Organization and some port authorities. Since 1982, Paris memorandum of understanding on Port State Control has been established, the number of port state control organization has grown and spread all over world. It is recognized that Port State Control is an effective step that annihilated the substandard ship and protected the safety of life at sea and the ocean environment, its aim is to eliminate the substandard ship out of the shipping market.With China economy rapid developing and the global economy incorporation getting rapid, China shipping industry got unprecedented development, but it also faced the problem, which the global port state control was getting more and more strict. China Classification Society (CCS) is the only specialized organization in China to carry out classification survey of ships, how to improve and reduce the detention ratio, this is to solve the port state control problems and raise the reputation among the international maritime industry. Upon these, China Classification Society facing important task are to realize leap-forward development base on holding opportunities.This paper mainly studies on the Global Port State Control and the effect on China Classification Society, and analyzed the port state control problems that CCS faced, and considered the actual situation of CCS fleet and related China shipping companies, and gathered some data and information of latest PSC detention ratio of CCS-classed ship in main PSC organization, and upon categorizing study and analysis, obtained significant reference data, and forecasted detention ratio within 5 years in the future. Based on the above mentioned analysis and studies result, according to the CCS development requirements and actual situation of China shipping companies and China flag ship, those comprehensive tactics and measures that is suitable to the China Classification Society was brought out.In the final of this paper, the future development tend on the global port state control was foreseen, and some future study suggestions on port state control was bring up.The conclusion of this paper brought some better constructive reference for China Classification Society to face port state control, and has some valuable reference for the related marine institution and companies.
