The Research On The Construction And Use Of Evaluating Indicator System Of Sponsor Firms In Our Country

The implementation of the "Provisional Measures on the Sponsor System for Issuing and Listing of Securities" on February 1, 2004 indicates that the inland sponsor system of our country has already had embryonic forms for the first time. Passage system for the listing of securities which had been run for three years was abolished formally on January 1, 2005. Sponsor system that listing of enterprise is recommended by sponsor firms began to implement in an all-round way. Sponsor system for Issuing and Listing of Securities in our country set up the licensing system for sponsor firms and sponsor representatives. It also defined the responsibilities and the term of sponsors and made a monitoring mechanism which supervision department can implement the investigation of responsibilities of sponsor firms and sponsor representatives. The purpose of sponsor system is to implement responsibilities of intermediary organs such as security companies and the employed to make function of restricting listed companies' quality by intermediary organs bring into play, which play the positive role of improving the quality of listed companies and protecting the healthy development of security market. It is very necessary to do this evaluation work of sponsors well if we want sponsor system to reach the anticipated implementing effect in securities market of our country. Because of this, the article did a study on constructing an evaluating indicator system of sponsor firms based on the research on inland sponsor system of our country and guidance of management theory and referring to the theory and method of evaluation of enterprise's business performance, domestic and international rules and regulations and the domestic scholar's research results. The application of evaluating indicator system of sponsor firms was illustrated by the example of ten samples of sponsor firms such as zhongxin security company in the last part of the article.Sponsor firm is a comprehensive security company which is allowed to engage in the business of sponsors. It acts as an important role in inland sponsor system of our country, and whether it could operate well affects the successful implementing of inland sponsor system of our country directly.
