It follows socialization of production and forming of market economy to set up, nowadays it is one of the most important social systems of the modernized country. Establish and improve the social welfare safeguard system in conformity with economic level of development is the inevitable demand for the coordinated development of the society and the economy, it is the important insurance of the social stability and national long-term stability.
