"Three Agriculture" problem is an extremely thorny question in our country's economic life. Solving this problem effectively relates to whether we could realize our country's prospect goal of construction well-off society, and relates to the national long-term peace and good government. About "Three Agriculture" problem, multitudinous scholar proposed many solutions. But after research, the author proposed a thought that could solve the "Three Agriculture" problem effectively by transforming our country existing farmland system. After studying the farmland system change history and the multitudinous scholar's research results about the farmland system, combining our country's "Three Agriculture" actual conditions. The author suggests a new way of farmland system change that is farmland nationalization and capitalization operation. This kind of system pattern on the one hand carries on the reform from the property rights and changes the farmland from possessed by the collective to by the country, which eliminates the group to seek and protects the farmer's interests from violation. At the same time, it will avail right of management done well, and will consolidate the achievement of reforming management rights. On the other hand, carrying on the reform from the right of management and clearly defined the management rights' bunch. At the same time, showing this right to the farmer. Through implementing the right of using capitalization (farmland stock), resolves farmland scale question in the agriculture industrial production effectively, and might cause the agricultural economy development, the countryside to be stable, and protect the farmer's benefit. This kind of system's characteristic is embarks from "Three Agriculture" problem's overall situation, and resolves the problem through institution change.
