Shortage of civil servants Incentive is a common problem in the world. Of course there are the same situation in our country, even more serious. Though a lot of scholars have done a lot of studies in this field, the studies almost all focused on the personnel incentive. Thus brings a problem that we can't design an effective incentive mechanism, which can work well at long time.This study tries to use the incentive mechanism theory to analyse the Chinese civil servants incentive, and tries to design an effective incentive mechanism. In order to design an effective incentive mechanism, this paper analyse our country's incentive at above. First, the author thinks the now situation negative and even deny the personnel reason which come from the economic human. Second, the government can't be balance the information. At the same time, there are some other reasons that prevent the step of our incentive mechanism.After the analysis the study show the idea of our incentive mechanism. The author think the design should put effort on four aspects: face the project conflict; reduce the unbalance on information; strengthen the motive to participate; find incentive incorporation.
