The Local People's Congress And The Political Participation Of Private Entrepreneurs

Enlarging the range of participation in politics is the main part of democracy and a symbol of modern society. During the period of changing from traditional society into modern society, a trend is going that citizens participate in politics more actively. The people's congress as a major channel for the people to participate in politics has an important function in organizing citizens to take part in native political life orderly. The group of private entrepreneurs was selected as a primary observing object. Through collating the survey materials about the whole circumstances and the trend in which the private entrepreneurs were absorbed as delegates, and about the focus and the basic causes and motivations of the entrepreneurs' participating in politics since the resetting of the standing committee of Wenzhou municipal people's congress, I tried to explain the logical relation between the participation in politics of the private entrepreneurs and the construction of political institutionalization and analyze to what extent the channel can satisfy the demand of participation in politics. The political participation system of local people's congress and its functions of political employ, political decision-making, political supervision and political mobilization and the factors which affect its functions were analyzed and expressed systematically here.
