This article is based on an investigation on villagers' self-government in the two villages, the Banqiao village in Xiaoshan district ,Hangzhou,and the Wangchuan village in Chunan county, Hanzhou.According to the investigation, the author believes that the villagers' self-government has been approved by most villagers. The villagers became more reasonable in dealing with the election of village cadres, and most of them are satisfied with the cadres they elected. Economic development is not contacted with democratic participation.At the same time, there are still many problems in process of villagers' self-government. For example, the villages are short of cohesion because of the poor economic condition, the inconvenient transportation and the lack of resource. The youth who have some knowledge or technology , affected by the modern culture is careless of the village development. The rules of villagers' self-government are not systematic and normative. The practice of current rules is limited. The function of villagers' committee is often replaced by the local government. Besides democratic election, it is very difficult to realize democratic decision, democratic management and democratic direct. The villagers are dissatisfied with this situation and the degree of villagers' participation is low.Therefore, in order to realize the villagers' self-government, we should perfect the laws and regulations on villagers' self-government, including the ordinances and policies regulated by the province and local government, carry out all these rules and advance the four steps of villagers' self-government. Besides, we'd better establish the farmer's cooperation, develop the political civilization, improve the villagers' characters, enforce the influence of the media and supply the fund for self-government.
