| We take building the learning government for a way of government to acclimate the environment. It's considered as an organizational variance. The variance of government includes two aspects: the profound variance of its inner structure and the reconstruction of the relationship between the government and other organizations. The essential of building the learning government is a distribution process of organizational functions between the government and its systematical circumstance under the increasingly uncertain environments. The distribution of the government with the market, the society, and deeply with the dummy organization is a basic developing route for government to deal with the environment's transformations. Moreover, with the government's function become more out-systematize, the government's ability to learn, to fulfill its core function and to deal with the complex environment has been improved. It's obvious that the process of its function's out-systematize is a mutual learning process between the government and environment. Certainly, to achieve the effective organizational distributions depends on the degree of the market and society's maturity and the dummy organization's development. So, how to achieve the function's out-systematize is critical to building the governmental organization, and also determine the schedule of it. Therefore, the building of learning government is surely a gradual process with the development of market, society and dummy organization, and also a out-systematized process of government's functions. Accordingly, in our study, to build learning government is a mutual process between the government and the environments under the increasingly complex organizational entironment. In this process, the government achieve its functional out-systematize gradually by learning and clearing its core mission according the outer organizations' development. |
