Abstract/Summary:
With its open policy, China has made the world-known achievement in socialist economic construction, which includes military defense construction. However, with the setting up of the socialist marketing economic system and the improvement of it, the old system of transformation to civilian is getting less and less adapted to present marketing economic system, and thus has seriously hindered the balanced development of China's economic construction and military defense construction. In the year of 2001, China's People's Congress and Central Military Committee issued a decree of The Temporary Regulation of The Allocation of the Military Cadre Transferred to Civilian.. A system has been carried out that the cadres to be transferred to civilians are to be arranged by the government and to locate jobs by themselves, which has greatly relieved the pressure of the government in this aspect and has turned out to be very effective. However, this system hasn't virtually solved the conflict between the marketing economy and planned economy. The former way of allocating military cadres by the government using administrative ways has seemed more and more inadaptable to the current demand of new market. And the curtailing of staff members in the local institutions of the Party and the government still seems to be conflicting with the instructive planned allocation. To settle the contradictions, the reform must be further pushed on, and a set of the officer retirement system with China's characteristics, which adapts itself to the socialist market economic system and the army long-term development, must be established.The thesis analyses the contradictions and problems caused by the system of arranging for officers transferred to civilian work under the socialist market economic system from the perspective of the current officer retirement system, compares with that in the main foreign countries, and puts forward a basic conception of the reform of the officer retirement system in China. Part One introduces the essential circumstances of the current system of arranging officers transferred to civilian work in our country, and analyses the main contradictions and problems lying in such an arrangement system. Part Two analyses the main characteristics of the foreign officer retirement system by introducing the practice of arranging for retired officers in several main foreign countries. Part Three and Part Four expound the far-reaching significance and guiding ideology of the officers' retirement system in our country. Part Five advances the overall objective and basic frame of the reform of the officer retirement system in our country, and studies the specific procedures of the reform. Part Six analyses the current feasibility of the reform. Part Seven makes a summary. This part clarifies the inevitable tendency of the reform of the officer retirement system, which abolishes the system of being transferred to civilian work and establishes the main system of transference to civilian work after retirement and the second system of transference to civilian work after demobilization.
