It has been customary that the government officials and managers in State-Owned Enterprises have the authorized privileges and priorities varied to their ranks and posts in order to fulfill their functions, thus incurs a variety of expenses which are used to pay official's housing and communication allowance, their use of public automobile and entertainments for public intercourse, as well as other necessary managerial operations. This sort of expenses can be called functionary expense. Nowadays, the expansion and transformation of the governmental activities have drive the functionary expense to exceed the real needs from the administration. A great deal of expense which is supposed to help performance of public administration now serves the hidden and unjustified purpose to gain official's private benefits, so it is vital to regulate the way of functionary expense. The thesis has made an attempt to clarify the concept of functionary expense and analyze the reasons behind functionary overspending on the theoretical basis of administration ethics and economics. It indicates that the nature of functionary expense is quite different from that of corruption, neither could we cancel it nor leave it alone, instead, we should design a scientific regulation to curb it. Based on the analysis of the modification of regulation about the use of public automobile both from domestic and abroad, the thesis suggest that the proper way to reduce functionary expense is to revert the authorized privileges and priorities into the allowances in a form of currency. Moreover, it urged the public civilians to perform functions as thriftily as possible, also appealed to government to lay a rigid budget restrictions upon functionary expense and improve the auditing and supervising system.
