| People have been considering telecommunication as natural-monopolized industry in that telecommunication has long been characterized by the universality of telecommunication service, the completeness of network as well as the deposition of fixed asset. Meanwhile, telecommunication industry plays a basic and strategic role in our national economy. Many countries have established monopoly system of telecommunication industry and managed and controlled it by legal, economic and administrative means, in order to ensure effective disposition of resources and fair competition in market.Currently telecommunication has been experiencing a rapid development. Developed countries are carrying out reform by deregulation and promoting competition. The reform promotes the competition and development of telecommunication industry to some extent and offers a lot of valuable experience to legal regulation of Chinese telecommunication industry.Confusion in characteristics of telecommunication and regulation theory can't do good to the development of telecommunication. What's more, Chinese telecommunication regulation lags behind in terms of inadequate regulation and improper regulation.
