As the most potential and active resource in all kinds of social resources, human resources has become the important factor of economy development and business competition. Fundamentally speaking, business competition is the competition between talents. In order to improve the moving quality of national economy and strengthen competing capacity of business, we must make rational use of talents.The employment of human resources is not a simple problem of resources disposition, it itself includes lots of moral questions, for example: profit distribution; fairness and efficiency; competition and cooperation; ends and means. Owing to its moral characters, the employment of human resources should be treated by means of morality.To put human resources to rational use, we have to follow some moral principles, which are human principle; principle of having both political integrity and ability; fairness principle; honesty principle and service principle. The first principle insists on looking human as basis, requires that employment of human resources must insist the ends of "for human",and should provide necessary condition and chances to bring the manpower into full play. The second principle insists that we must pay attention to "virtue" besides ability during the period of using and evaluating talents. The third principle insists that we should be just and equal and should abolish discrimination. The forth principle insists that both employers and employees should honest, which can unite to develop business. The last principle insists that we must establish "business circumstance" and perfect the policy of employment of human resources to give full play to talents. We should use these principles during the period of employment. Following these principles is effective for business and individuals.
