With the development of the small and medium enterprise, it has becomemore and more important for the social economy. Under the condition ofmarket economy, the competition of enterprise is the competition of the talent.The main point of the enterprise is to have enough manpower, provide a goodmanagement environment, maneuver the enthusiasm, and subjective activity ofthe labor so that it increases the value of human resource. Market economy inChina is still immature. Many excellent human resources cannot thrive bythemselves due to a lack of good environment, thus human resource is wasted.Therefore, choosing a talented person and encouraging the talented person isthe problem that the medium small enterprise should consider the most. Thetalented person is the core competition of the enterprise.This article is about the modern enterprise and the development ofmanagement of human resource as the basic factor that combines the domesticand international marketing management. I've had the experience of workingat a human power department in JILIN Wanda electromechanical EquipmentLtd, where I have analyzed the human resource programming, employment,performance checking, and salary management. After my analyse, I putforward a new project of human resource management instead of the old onethat is incomplete. The new project is more efficient to use for arranging andmanaging the staff and improving the potential of enterprise competitivestrength.This article is composed of four-parts. The first part points out the presentcondition of the Chinese enterprise human resource management. I foundsome bad points after my analyzation: (1)The lack of human resourceprogramming in some of the enterprise led to hasty employment when therewas a shortage of employees. But when the enterprise had developed a newfield, they found that there were no appropriate employees qualified enoughthat were suited for the work. This phenomena influenced the development ofthe enterprise. (2)There is a lack of scientific and systematic management inthe system due to many enterprises in our country lacking specialized personsworking for human resource management. (3)The lack of a reasonable salaryand scientific encouragement in the system causes the employee's wages to bestipulated optionally and not being combined with working achievement.(4)The lack of scientific and reasonable examination and evaluation in thesystem is not practical. The employee lacks training and many managersthink the employee's training is not important or the cost of training is too highso training is not taken seriously. In other words, the enterprise of humanresource and management of many enterprises is incomplete. The second part is pointed out the present condition of human resource ofWanda. The administration department is responsible for the human resourcemanagement. Administration responsibility is composed of administration,personnel, wages, logistics etc. But there is no specialized person manage thehuman resource, so the human resource management can be developed. Thehuman resource management system mostly stipulated for the quantitycertification, there is no work position introduction and work criterion, so theduty of the employee is not clear. The workers are employed not for theenterprise long-term development. The salary system is not reasonable, so thesalary encouragement can't be developed. Due to the lack of the employeetraining , employee's potential can not performed. so the employees don havethe A sense of accomplishment and the work enthusiasm. So that the workefficiency is low. In a word, the bad points of the present company are:encouragement and the restriction are not matching, the benefit and thecontribution are not matching, the future of the development and the humanresource management system are not matchingThe third part points out themain thinking on how to establish the human resource management system inWanda. After my analyzation, I think the human resource management ofWanda should be developed according to the domestic and foreign advancedexperience and established the human resource department in order for thepresent condition of Wanda human resource management to improve. Thetotal principle of human resource system construction should be definite,meaning that people should be oriented to take the examination and evaluationof performance as the core. Training is basic for the enterprise and theemployees can be developed together. At the same time, the human resourcemanagement system should be established and the present stage target shouldbe contributed, that is, establishing the examination and evaluation system ofperformance. This will solve the incompatiblility of encouragement andrestriction and establish the salary welfare system. This will solve theproblem of incompatibility of benefit and contribution and establishmenttraining and occupation planning system which will help fix the inconsistencyof the future development of the human resource management system. The fourth part pointed out the construction project of human resourcemanagement system–putting forward the human resource programming projectto ensure that the balance of human resource during the process of developingbusiness enterprise and establishing the employment programming to solve theproblem of the employee quality–establishing the examination and evaluationsystem project to establish the organization target and individual developingtarget–establishing the training system project to develop the company and theworkers–establishing the wage system to encourage the workers.
