REPM is an outcome that project management theories and method combine with the modern real estate industry together. PM originated from U.S., in 1950's and is the management system to plan, organize, moderate and control the project and its resources to realize the particular target by making use of the systemic theory and method. Only can the synthetical management method as PM guarantee the project success, because characteristics of the real estate project are the large investment, longer period, involved-widely parts, and complicated operation. REPM is that the governor of the project manages the construction and operation by using standpoints, theories, and method of the systemic engineering to provide the high-quality product for the customer. REPM is different from the engineering management because the engineering management is only the REPM's subsystem based on the contract. REPM has itself special model that decides the organized form of the project and is the premise to ensure the project success.In fact, current PM models in our country were introduced previously from overseas. But we just introduced abroad old PM models rather than to study nicely the late D-B/CM model. So this paper makes the detailed introduction with several advanced PM models including the general model, the Design-Build, and the Consultation Management. Comparing with the D-B-B, these PM models have obviously advantages, such as the clear and simple contract relation, the specific duty, and the less coordination for the owner. However, we could not use exactly these models in our country yet for that our economic development level and administration system are still incomplete.But the actual application value of PM and the importance of the choice of the PM modelhave not been thought enough much of by majority internal firms. Beijing Xinglong Co., Ltd placed itself on the center of all conflicts and focus as that it put in practice the traditional "Design-Bid-Build Method", viz. "parallel contract model", on the "Fragrant City Garden". The PM model adopted by Xinglong Co. Ltd is the bottom of many management problems, such as the overload coordination, the excess management span, and the careless task contact etc. Xinglong finally failed to touch the Three Targets of the project as for the result in increasing the engineering cost, prolonging the project period, and debasing the engineering quality. The PM problems in Xinglong are to some distance representative in domestic real estate industry.Based on analyzing overseas PM models and considering our country's condition, this paper puts forward a new PM models—Consultation & Construction (CC) aiming at Xinglong. CC matches the developing level of our current construction industry and related laws. CC is a kind of comparatively perfect PM model and the helpful supplement to current models. CC's advantages as follow: the clear management process, fulfilling duty quite, the confined management span, and controlling expediently the engineering cost. But the firm is expected to focus on the risk of the general contractor's management fail on applying actually CC. It is necessary to investigate and confirm the qualification, the real strength, the performance, and the experience of the general contractor for depressing the risk.For debasing the project risks and changing the ongoing crude PM state, the firm should make a point of the project control and the project management information system (PMIS) except for choosing the exact PM model. Stand on the maximized profit of the developer, that the project investment control and the project risk control are the majority of the project control, in order to avoid the engineering cost breakthrough and the project fail result from the risks.In nowadays knowledge-economic era, the PMIS based on the database...
