Knowledge-based economy is a brand-new formation of economy born with the development of the society, which depends mainly on intellectual resources. An era with such an economy is prominently represented by an information society with knowledge as capital, development of economy with knowledge, high speed and fast rhythm. Along with the springing up of knowledge-based economy and the approach of economic globalization, the world competition in overall national strength is getting tougher and tougher. National strength depends more than ever before on the quality of workers and the quality and number of talents of all kinds.In this era of knowledge-based economy, the market keeps changing faster and faster and competitions are getting tougher and tougher. Acceleration of constant renewal of knowledge makes learning and life-long training a must and such renewal one of the most essential activities in a person's life. Faced with the challenges of globalization and information, China will find it extremely important to have highly-qualified, versatile talents with modern knowledge in order to improve its overall national strength and win the upper hand in international competitions. Man has become the first element of production and an important factor affecting an organization's achievement of its strategic objectives and human resources, accordingly, the most important resources. Knowledge-based economy is talent-based economy in nature. As is required by modern occupations, a person should not only be a natural person but also, even more important, be a "social person" and a "professional person".Along with the deepening of the economic reform and opening-up and further development of the socialist market economy, all the enterprises and institutions in China are confronted with the pressure from competitions with those of the same trades at home and abroad not only in products and services but also, particularly, in human resources. It is a weighty responsibility of all the departments of human resource management and the key to the survival and development of an organization to ensure the availability of personnel full of pioneering spirit and creativity. Only by way of highly efficient development of human resources can an organization grow and thrive vigorously.In this modern era when human resource management plays a decisive role, such management has been found confronting many as a strategic task.In order to optimize the allocation of human resources, two problems must, above all, be solved by all trades, namely, the establishment of a standardized system in the institutional dimension and the possession of professional workers and administrative staff in respect of personnel, both of which soundly interact on and complement each other. There exist two things about professional administrative staff, professional and specialized capability being one and professional dedication and ethics being the other. Professionalized management would be totally meaningless without professional and specialized capability. In the meanwhile, without professional ethics, the greater professional and specialized capability is, the more strongly anxiety about such capability would be felt. Quality is the intrinsic basis for capability and capability is the extrinsic display of quality. Neither sound quality nor practical capability is dispensable. The best qualified staffs takes form with professionalism.Modern enterprises are in need of sound management, the key to management lies in the quality of people and the quality of people is guaranteed by professionalism. Therefore, professionalism of human resources is undoubtedly a premising train of thought for the purpose of constructing a team of excellent staffs which will adapt itself to the new economic form.Professionalism of human resources goes along the trend of advance of the times. It is a weighty issue to be resolved in the course of transition for the purpose of adhering to the scientific view to development and sustainable development. The key to an enterprise's sustainable development lies in that it owns professional workers and staff of high quality. Only by starting from professionalism can we run enterprises well against the background of global economic integration with strong consciousness of survival and development, clear awareness of the challenging requirements of knowledge-based economy and the market economy for capabilities of people, competitive attitudes, full play of subjective initiative, complete release of latent energy and adherence to sustainable development and growth of talents as the prerequisites.The present thesis, starting from the connotation and function of human resource professionalism and with a view to the development of modern society, elaborates on the inevitability of human resource development by way of professionalism due to globalization and informationization as well as competitions which are getting tougher day by day. All trades of China have to integrate into the operations on the international market as soon as possible. This means a transition from the old experience-based managementto a more specialized and professionalized one. In the course of such a transition and reform, all the organizations in China, enterprises or non-enterprise institutions, should get used to acting on principle as soon as possible. Only in this way can organizations survive, enterprises have bright prospects, work be vitalized and workers and staff achieve accomplishments. As the market changes faster and faster and competitions get tougher and tougher, an enterprise will not he able to play a leading role in market competitions if it fails to carry out professionalized management to conform with international operations, or even worse, it may he eliminated from the market because of its inconformity with professional rules. This thesis expounds the features of knowledge-based economy and the significance of professionalized management of human resources under the situation of such a new economy. Professionalized management embodies the concept of reorganization through readjustment and coordination, which satisfies the need for e solution to the problem of "flat and mediocre management" and calls for organic combination of skills and job duties, full preparation of human resources of various kinds for the market of knowledge-based economy and gradual development with harmony of people, people and occupations, people and environment etc. Professionalism of human resources has much bearing on the reserve strength and sustainability of the development. This thesis, from several angles, presents an analysis of the current situation of China's human resources and the causes of formation of such a situation. It is pointed out herein that officials should free themselves from the confinement of conventional ideas and that employees should break away from the shackle of "being absolutely obedient to superiors", consequently, everyone's subjective initiative being in full play and the old system of personnel placement generating new driving force. Finally, the thesis offers some reflection on the development and exploration of human resource professionalism and the management thereof. The 21st century has seen a new upsurge of scientific and technological revolution and knowledge-based economy. The economic globalization is being sped up and competitions are getting keener day by day. Higher standard for human resource professionalism has been set up in China with the country's entry into WTO.Professionalism is an attractive goal which we all hope to achieve within the shortest possible time.
