Study On Strategies Of Agriculture Development Of Jilin Province On The Base Of Industrialization Conception

Jilin Province is the province with great agriculture. The agriculture, the farmer and the countryside occupy a huge proportion whether from the population structure and the labor force structure or from the industry structure and the consumption structure. So the agriculture is not only the foundational industry, but also an important pillar industry. Therefore, when considering the Jilin province development, it is necessary to take the agricultural problem in account. This paper is one part content of "How to program the agricultural development of Jilin Province by the industrialization conception", which is the emphasis program of philosophy and social science fund of Jilin Province (2003005). By integrating with the Jilin province circumstance closely, the ensemble target is put forward to program agriculture development by the industrialization conception, and to realize the wealthy society completely, and to raise the income and the characteristics of the farmers, and to convert the farmer into agricultural industry workers, and to speed the town construction, and to contract the distance between the city and the country, and to heighten the agriculture production efficiency,and then eventually to lay down the foundation of the agriculture further process and to carry out the deep process of agricultural products. So it is important for the construction of the industry province to construct the agricultural by-product processing industry to an important pillar industry. In the meantime this paper provides the condition for realizing the agriculture modernization soon, and also dedicates the strategy for the great development of the corn economy. This paper contains six chapters as follows: Chapter 1 This chapter expounds the research background, the research meaning and the present condition at home and abroad, and then comments on them. All these are to ascertain the thesis topic, the research content, the research method and the technical route. Chapter 2 The connotation and the object to program the agricultural development base on the industrialization conception. This chapter analyzes the connotation to program the agriculture development of Jilin Province by the industrialization conception thoroughly. The essence to program the agricultural development by the industrialization conception is under the socialist market economic condition to make use of scientific management conception of socialized macro-production, and to get rid of the bondage of the traditional idea and the small agriculture consciousness ,and to update the developing idea of the agriculture and the village economy, and to organize the agricultural production according to the market demand, and to establish the advanced producing and working process according to the standard of the agricultural production and the producing process, and to develop the division and cooperation, and to bring the integrative management of production and the intensive-scaled management into effect according the socialized macro-production demand. According to the rule of merchandise exchange, the modern marketing management is adopted to sell the agricultural production and the processed production to realize the maximum benefit and heighten the agricultural industrialization level. The connotation of developing agriculture by the industrialization conception is to carry out the transition of primary dispersive small agriculture management into moderately scaled management, and to realize the optimal configuration of agriculture producing factors in a larger scale and to promote the recombination of land, labor force, funds, technique, facilities etc to form a new kind of beneficial management mechanism. Objectively the marketing conception should be strengthened, to be set up the great agriculture conception, to be programmed the agriculture development by the conception used to program the industry development, and to jump out of the idea that developing agriculture only by the agricultural theory, and to make full use of the advantage of resources, industry and ecosystems, and to challenge the traditional agriculture with advanced economic thought and management principle, and to develop "the green economy"by the conception, the principle, the mechanism and the measure of the massive industry, and to push forward the agricultural industrialization management strongly. Moreover, the developing object of a new model industrialized agriculture of Jilin Province is put forward to follow the market economic rules, and to take the system innovation as the premise, and to takethe innovation of the mode of industry organization as the core, and to take the technique innovation as the means, and to carry out the transform of agriculture production and management into market, scale, enterprise, specialization and standardization and to realize the agriculture maximum benefits of Jilin Province. Chapter 3 The present condition and the existing problems of agricultural development In this chapter, firstly the natural condition of the agriculture of Jilin Province are introduced from two sides of the natural resources, the geography position and the agriculture structure, and then to analyze the development present condition of the agriculture of Jilin Province by consulting the statistics yearbook, and by enumerating the data of Jilin Province from 1998 to 20,by using different statistic analysis method. Through analyzing the present condition, the existent problem of the agriculture of Jilin Province can be found out by the analysis. Chapter 4 The optimization of the agriculture industrial structure of Jilin Province is on basis of the thinking of industrialization. In this chapter, by analyzing the present condition and existing problems of the agriculture industrial structure of Jilin Province, the principle and orientation to optimize the industrial structure of Jilin Province is put forward, and furthermore is brought out the countermeasure and suggestion to optimize the industrial structure of Jilin Province upon this foundation. The paper indicates that the agriculture planting structure should be adjusted properly and the resources should be allotted scientifically. From the departments, the farming industry of Jilin Province counts for an excessive percentage, and to strengthen the protection function of forestry for the agriculture, and to improve the quantity of the cattle breeding industry, and to dredge the fishery potential, and to strengthen the association among them. From the programs, although the foodstuff provisions are guaranteed to grow stability, the foodstuff output of Jilin Province is at the low efficiency all the time.
