Circular Economy And Rebounding The Northeast Old Industry Base

The traditional linear economy mode causes the resource waste, serious environment contamination and just emphasizes the quantity of expanding economy instead of the quality of economy development, which makes the constrain of economy development increased. The whole function of ecosystem has decreased. The development of economy society has been limited, which causes the contradiction between development and resource environment. In order to solve these problems and fulfill sustainable development of economy society, it is necessary to adjust unreasonable economy structure and change old mode of economy development. The increase of economy should base on efficiently utilizing resource, reducing the environment pollution and paying more attention to the quality of economy development. We can solve the contradiction between resources environment and economy development by forming a new type economic development mode through developing the circular economy. The paper states the basic mode of China development of the circular economy by analyzing the present situation of economy. On the base of the disadvantage and advantage of the economy of the northeast old industry base, the circular economy theory has been provided. The paper states 5 items as follows: First, the theory of the circular economy and public economy definition is given. The paper states the processing of development of the circular economy theory and the present situation in China. The circular economy theory is also used in the field of bionomics, substance movement, environment protection and resource's recycle. We utilize the public economy theory to analyze the circular economy. Second, the circular economy principles and theory foundation. This paper states the "3R"principle of decrease of the circular economy, reutilizing and recycling, but the function of '3R'is different. The best way to utilize resource is to reduce the usage of resource and emitting contamination. The difference between the circular economy and the tradition linear economy is analyzed. It is necessary to develop circular economy. Third, the necessity of developing the circular economy and building the basic mode of the circular economy in China. Combining with the 5 tendencies of economy development at present in China and scientific development view, it is necessary to develop the circular economy in China.
