In our country, veteran benefit is a specially social work that government and society provide pecuniary care and spiritual consoling for the veteran and his relatives by law and is an important part of social security system. Doing this job well are vitally important to strengthen national defence, bring the military and the polity and the people into closest relations, spur the economic growth on, maintain the social stability and construct compatible society. After several years' the theoretical study and practice, great achievements have been made in the work of veteran benefit, which provides strong support for national defence and the modernization construction. But with the formation of the socialist market economy, the old system of veteran benefit based on the planned economy confronts with many difficulties in theory and practice. How to directly face and deal with the new problems and new conditions about the veteran benefit which arise in recent years?
