| In the course of establishing modem enterprise system in the state-owned enterprise , with property right of state-owned enterprise being distincted and the process which administrators purchases it, the reform of enterprise's income distribution system has gone through several stages.Income distribution policy of our country changed from planned management of the enterprise's total salarys and being ditennined by the government to the salary being collectively negotiated and assigned independently by enterprise. In succession ,there appeared many new patterns of human income in pratice such as post salary ,stock share on the job ,staff shares ,and employee stock ownership plan etc. The problem that human capital's income right being realized is paid more and more attentions among various circles of society .The income of the human capital should be mainly influenced by such factors as ability to bear risks, degree of deligent, opportunity cost , enterprise's benefit , whole encouragement and policies,etc. The thesis starts with the analysis of function mechanism to the human capital income of distribution policy of the income , then analyses why to foster the realization of human capital's right of income.It has been proved by theory that the government has been served as the important role in the realization of human capital's right of income. Distribution according to work and production element is the way to realize human capital's right of income .Now in the period of transition to the market mechanism, there are obstacles mainly in system environment and the exterior market environment.The government should desalinize the function of distribution and play the leading and guiding function in the reform of distribution system. The suggestions include: (1)deepening the SOE reform and perfecting company's management structure; (2)guiding the reforms of enterprise's income distribution system and perfecting the pattern of income distribution of human capital ;(3)strengthening the property right of the human capital by the law; (4)cultivating and perfecting the human capital element market system and giving play to the encouragement and restrained mechanism of the human capital market; (5)strengthening the control to the income, and esterminating illegal income besides the human capital income ;(6)perfecting relative rules and regulations .providing the property tax policy and other sustaining policy. |
