With the coming of the global economy integration and the era of knowledge economy, our country must develop economy with great exertion to building of the talent procession, especially the civil servant in order to better adapt to the increasingly fierce international competition environment. Training is the most effective methods to improve the quality of civil servants of in the civil service training, work is the direct management of the government at all levels of the government, the personnel department for training target, plan, task, content, teaching, funds, base on the strict management etc, and direct control of civil service training resources of monopoly. Not only cause the waste of resource because of unreasonable use, but also prevent the training work of civil servant from developing to be fields.From our civil servant system, the degree of reform of the training work of the civil servant is seldom, and there are obvious problems in actual operation: obsolete concepts, lack of security, the sole of training main body not enough, the separate of "teaching" and "learning", training and promotion from etc. To solve these problems, we must change the idea, fully realizing human resource is the first resource of facts, giving enough attention to training with security, and fully mobilizing resources to participate in the competition, cultivating of social fairness and efficiency of the civil service training, establishly efficient market public servants training system.Marketetization is the first plan plan for importing the disadvantages of the training of the civil servant, which is from the useful experience of the training market of developing country. And, since China entered WTO, foreign training institution came into the domestic market, also can promote the marketization of public servants training course. However, the civil service training after all is a kind of quasi-public products, with the externality, complete market is not suitable for China's national condition, more doesn't accord with the product output "need". Therefore, our country civil servants training of marketization is only limited marketization ", namely government macro in the market.At the same time, we must be clearly aware that limited marketization is a gradual process. Only the national economic system and political system reform deepened, have an orderly, fair competition in the civil service training market environment to better promote public servants training limited marketization to good direction, therefore, the government have a lot to do to build up a good training market.The paper based on the practical training, the domestic market and the public servants training from the concept, theoretical foundation and through defining the public servants training products into civil service training limited marketization nature of the concept of our country civil servants, and fully implement training demonstrated the necessity and inevitability of limited marketization.
