Research On Government's Responsibility In The Public Emergency Management

Under the impact of globalization, knowledge, network and other series of waves, thepattern of the world changes a lot. With China's reform and opening up process, the wholesociety takes great changes, under the push of many unstable factors, public emergencyoccurs frequently in many areas, they constitute threats to lives and people's property, theyalso influence our social harmonious development. In recent years, although China's publicemergency management mechanism is improving, and the government has made someobvious results, it is still a large gap between public's exception and the society'sdevelopment. Therefore, our government'ability in public emergency management still needsto be improved. Responsible government as one of the modern democratic political basicrequirements has been accepted by all governments. Along with our socialist marketeconomic system'improving and the reform of political system, our public consciousness ofdemocracy and legality is further awakening, it becomes a strong appeal to build aresponsible government.This paper takes the government responsibility as the research object, based on themanagement of public emergency. The related theory of public emergency management isfirst stated, then analysis the status of our government's performing responsibility of publicemergency, including the achievements and problems. Then the paper learns from the foreigngovernments' experience on public emergency management. Finally, it puts forward thefeasible countermeasures of improving public emergency management of Chinesegovernment from the follow four aspects: strengthening the government's conscious of publicemergency management ,improving the public emergency management system, constructingpoly-pattern of public emergency management, and changing the feedback mechanism ofpublic emergency management. Hoping our government can to be more effectively in takingresponsibility of society.
