The main method to reduce information overload and realize the individuality of applied system is to supply the information which the recommender network is interested. Individual recommendation technology is the basis of recommender network which is mentioned above. The research of it gets involved in information retrieval, data mining, artificial intelligence, sociology.E-police profession is the important measure to change the traditional police profession method and improve the work of police. The individuality of e-police profession refers to the individuality of e-police profession by means of internet, namely, how the departments of police make use of the platform of e-police profession to rebuild the activities of e-police profession and to supply the individual work process and service to the policemen in the opening internet environment. The individual recommender technology is one of the basic and key methods to realize the individual e-police profession. This paper discusses the individual recommender technology, model, and algorithm under the open environment. It pays more attention to the portray of user behaviors, obtaining of interest, searching of similar users, individual recommender strategy, community self-organization. These aspects are based on the analysis and comparison of the technology of community frame detect which is applied to the recommend system. This paper puts forward the construction of multi-intelligence agent self–organized reciprocal community and recommend algorithm, which make use of collaborative filtering technology. This may achieve dynamic individual recommendation and verify the validity and robustness of the algorithm.Finally, in accordance with the current station of public security affaires, the variety of data of public security profession, and the different interests of different public security professions to the data, this paper applies the research finding to e-police profession fields to solve the information overload problem of policemen. According to certain city's current station of e-police profession,the e-police profession inquiry system is developed. This system is based on community supervision and dynamic personal data resource recommendation. It achieves the self-organization of the policemen who have the same interests and also supplies the function of resource recommendation, resource sharing, and cooperation communication, which may help policemen share the resources and experiences.
