Reflection On Vertical Management In The View Of The Relations Between Central And Local Government

For decades the Founding of People's Republic of China, there were Repeated of regional government power retractable when Dealing with the relationship of Central and regional governments. After reform and opening up, With the development of the social and economic, and the gradual devolution of central power, sense of ownership of regional governments begin to wake, as the self-interest drive, demand of the region for power expand increasingly, but the inertia of the highly centralized political system for so many years hindered the evolution of rationalization and scientific to their relationship, make the relationship between central and local governments has become the current period of social transformation needed to solve the problems especially after the reform. On the other hand, as the devolution policy that carry out in the early reform, local governments against the central government's macro-control in their own interests that undermined the authority of the central to some extent. Vertical management system came into being in this context.On the surface, the loss of central authority and the proliferation of regionalism may be the reasons to vertical management, central had to monitor the implementation of vertical. In essence, lack of local democracy and local self-government, local people can not control and accountability of local governments led to the above problems. With the gradual establishment of market economy, how to deal with the relationship between the central government and local government has became a very urgent need to address the theoretical and practical issues. Theorists in China there are different opinions about relationship between central and local governments, some scholars have advocated to strengthening the central government authority, extending vertical management and weakening local government authority. Others advocated limited powers of the central government, expanded local authority.Government vertical management has become an important system deal with the relationship between central and local governments, so it is necessary to study on vertical management system of our government and its reform.This first part of this article start from the process of the vertical management system establishing, through analyzing the background to formation of vertical management system, reveals the lack of local peoples and local self-government is the basic reason for the formation of vertical management system, and as the commencement of the text. The second part focuses on advantage and disadvantage to the vertical management system in the adjustment of relationship between the central and local. The third part of articles, combined with the Marxist stand, viewpoint and method, and China's current reality, Comprehensive use of legal, political science, administrative science, history, knowledge management, etc. to explore orientation and construction of the relationship between central government and the local in transition period, and then tried to design the countermeasures to reform the vertical management system.
