| Transition of our society has given important challenges to party-building work in China, the traditional organization of unit vectors for the work of the Chinese Communist Party has been facing how changing to the community. China's party-building work must deal with this vector changes, from the original structural system to the community structure change in the system, change the work ethic, as community a work carrier, community-based grass-roots party organizations from a strategic point of full expansion of our party's community foundation, further improve the leadership of the Communist Party of China and strengthen our party's governing foundation. Therefore, how to respond to new changes in the situation, to strengthen our urban communities, party-building work is of great significance, but also a comprehensive, conscientiously implement the 17 Party's the spirit of the Fourth Plenary Session of the important measures.This paper is divided into four major sections.
