Justices of the Peace System is famous and attracts most scholars' attention because of its unique which allows ordinary people participate in the justice, and the importance in the development of the rule of law in England. Thus, nowadays, an increasing number of countries introduce the system to their countries and build up their judicial model. Our judicial system is also in the exploratory stage, as well as the judicial philosophy, so we have no choice but to borrow successful experience of the J.P system's transform in 19C, and finish our modern transformation on primary judicial model.The author divide the process of the J.P into 3 stages, with the way of the change of its function. And depict its new development with the credentials and responsibilities in brief. Then make an analysis on its valuable, action and influence to explain the important of this system. And making a comparison between the J.P system and our traditional and current model and make a combination of the both system, in order to explain the enlightenment of the J.P system, such as branching the judge, separating the judge dividing the power, and definiting the scope of the judicial duty, so as to achieve the modern transformation of our primary judicial model. Conclusion part, reaffirm the significant of the J.P system experience in modern transformation for our country.
