Administrative body of civil servants as an important part of most people, most of the time to take government to the "public interest" service administration mission, however, the face of administrative reform is still in the exploratory stage, many of regulation is not perfect, vulnerabilities inevitable, which is part of the administrative and moral principles do not provide a strong opportunity for civil servants; simple ability to judge the economic value of life and social mainstream values hit, one-sided respect for life, enjoy life and so many realities, to some extent influence the selection of civil service administrative action; In addition, role conflict, conflict of interest, rights conflict, ethical dilemmas also affect the mental state of the civil service; coupled with moral failure of individual civil servants, traditional ethical culture and other negative factors, making the civil service in the face more likely to choose a variety of temptations, some of violation of administrative ethics, and even the violation of administrative laws and regulations of the act; administrative life, indeed a small number of civil servants has chosen the wrong values, only from their own interests, led to government action and the economy of the consequences of commercial services. In this regard, we need to strengthen the administrative act of civil servants selected to guide the values and rule of law norms, to realize their responsible behavior choices.
