The Study Of Policy Ability Of Grassroots Government

Along with the development of the Chinese social transformation, more and more essential problems in process of the reform have been springing up, Chinese governance ability is confronting tremendous challenges. Recently, various crisis emerging in endlessly, in addition, development of modern network technology provides a powerful support for the promoting of citizen ability to participate the policy process, it seemed that the traditional contact ways between government and public has become invalid. Notable problem is that although the central or superior government has made good policies, it still inevitably appears policy failure, policy shifts, policy goals replaced, and so on. It leads to the masses constantly complain to the higher authorities, even to central authority. The important reason is insufficient of the policy ability of grassroots government, although there are many other factors.This paper will define policy ability of grassroots government logically, base on the new public management theory, the new public service theory, the street bureaucratic theory, risk society theory, deliberative democracy theories. Then we will illustrate the necessity and urgency of improving the policy ability of grassroots government, according to improving holistic policy ability of government, resolve social risks, promoting the administrative structure reform, enhancing the legitimacy of CCP and government. We think that macro administrative structure, practical running mechanism, self-interesting of grassroots government and diathesis of public servants cause the problems in understanding the policy, the ideas of policy implementation, policy propaganda and communication, implementation methods and technology level, policy flexibility of grassroots government policy ability. So, we can promote policy ability of grassroots government from six aspects such as administrative structure reform and function transforming, improve operation mechanism, perfecting mechanism of examination and call to account, strengthen training, improve democratization level and perfecting supervision mechanism.
