Research On Beijing Landscape And Greening Legislation

This article analyzes Beijing greening and landscape legislation, especially observes and studies on the legislative discourses on urban greening and landscape legislation by using empirical research method. Through summing up and put the Beijing greening and landscape legislation in order, this paper discovers how Beijing improve the legislative process of greening and landscape and what the achievements and shortcomings are. In the meanwhile, by doing research and investigations on Beijing greening and landscape legislation, interviewing the staff who participated in Beijing Landscape and Greening Legislation, this paper strives to points out that local legislation should be erected under the principle of central legislation and should be more creative and practical than central legislation. In the end of this paper points out where and how to improve local greening and landscape legislation in order to improve the local landscape legislation quality, ensure the legislation to bring into practice and try to bring forward a feasible evaluation system so as to help landscape and greening legislation in the future. This paper puts forward the feasible improvement ideas, especially from the legislation system, the legislation idea, legislation contents and the management system of landscape and greening, this paper puts forward a more specific perfect countermeasures. Especially in order to improve the local landscape quality, ensure local legislation landscaping legislative action can get much better and implemented. The author tried to put forward a set of feasible landscape legislation assessment system, in order to help the landscape and greening legislation in the other places in our country and in hope that they can draw lessons from this.
