The Study On Discredit Behavoior Of Contemporary Chinese Government Officials

As the representative of government, government officials were turned up to achieve government functions. They resorted to political field, own and exercise the political power which requires that they must make proper use of it. However, because of the values chaos, the un-ideal arrangement of institutional reform, the influence of western culture during the process of social transformation, contradictions have become more and more obvious. What's more, some of the officials are lack in administration ability which makes things worse. On the other hand, the official's dual role as both a citizen and an employee of the citizens made them always struggle between self-interest and social good. Once the economic motive takes dominant status in their mind, they may break their promise. The dishonest behaviors of the officials do have a great negative effect which would threaten the government stability and social harmony. So it's very important to study the phenomenon and reason in order to solve this problem to increase the public trust in government.Combining the theories of social becoming and functional substitutes, we can inferred that trust comes from the accumulation of the past. Once there is a lack of trust, providentialism, corruption, overgrowth of vigilance, paternalization and externalization of trust will come out to replace trust which can help to maintain the social stability. Then we use illative indicator, behavior indicator and verbalism indicator with a lot of real cases happened in today's China as a demonstration to prove that the dishonest behaviors of the officials do exist which external embodied as corruption, petticoat influence, emigration, mass incidents and internal embodied as public power's alienation and lack of administrative function.As a human being, the nature of the government officials do have a complexity. We use some humanity assumption theories such as kindness, evilness and economic man to analysis why so many officials are discredit from three angles:structure, system and cutural.Finally, this paper give three suggestions. First, forge a pragmatic official troops to build a modern government which comply with administration by law and change the current situation that officials are actually responsible for a higher authorities to make them responsible for the citizens through which they will truely serve the people. Second, establish and perfect the restrain of the system, perfect the institutional system of "responsibility clarification-accountability-responsibility ascription" and accountability laws, clarify accountability ranges, standardize accountability practice, perfect accountability organizations, build an independent regulation system through which the official's administration behavior will get an effective supervision. Third, moral education will be a necessary. A fine example has boundless power which can make them serve the people from the bottom of their heart.
