| Policy implementation is the key to the policy process, the results of implementation have a direct effect on the consequent of one policy. In reality, there is often deviation of implementation of public policies, the appearance of bias In essence is the abuse and anomie of executive power. To prevent and eliminate bias, ensure the smooth implementation of the policy and achieve the desired goals, it is necessary to introduce the monitoring of policy implementation. Policy implementation is monitored in order to achieve the main policy objective of the implementation of policy through monitoring and control activities. The aim is to regulate the exercise of power and guarantee the legitimacy of the implementation on the one hand, and to ensure the effectiveness of policy outcomes on the other hand.Though includes judgments, decisions and other acts, discretion essentially belongs to executive power, it could be viewed as the main form of policy implementation. Study on monitoring of the implementation of policy then turns into a research on the discretion. Legitimacy and responsiveness rationality and effectiveness are the value of regulation of discretion. In reality, regulation of discretion is mainly manifested in two aspects:responsibility control and process control. Modern government is responsible government, and the most important role for a administrator is to commit the responsibility. Political democracy and efficient service are not only the fundamental criterion to test the performance for government responsibility, but also value of responsibility control. Motive is the key factor of responsibility control, and it often depends on two aspects:The inherent driving force of responsibility of administrative personnel; The regulation, accountability and disciplinary mechanisms of administrative responsibility. The relationship between "rules" and discretion is the basis of regulation of discretion. Absence of the "rules" give rise to regulation of discretion, but rules is also the premise of discretion. Process control is the the realistic choice for regulation of discretion. Currently, our government put their attention on setting standards for the exercise of power, there is no doubt that standard could prevent the abuse of power to some extent, but on the other hand, it might become an excuse to shirk administrative responsibility. Scientific and objective criteria connive the abuse of discretion. These new conditions require an upgrade for procedure. Process control should not only stay in the development of objective criteria, but also committed to establish democratic consultation mechanism.In the current academic circles, studies of monitoring of policy implementation are at the start-up phase, there are still considerable uncertainty in the definition of related concepts, research perspective and analysis frameworks.
