Since World Warll, the voice of the decline of the United States frequently appeared. In 2009, the U.S. financial crisis resulted in the emergence of large-scale voice once again,which includes scholars,media and common people resulting in a large argument. Until now its affects have not yet completely eliminated.Whether and when the United States declines is still controversial. As the superpower in the world, its changes not only affect the strength of America's international position and foreign policy, but also have a significant impact on the global system which is set up after World War II.In this paper, I research the numerous and noisy arguments of decline happened since 2007. Those people who advocate the decline depict the fact that the U.S. is in decline and such decline is inevitable from economic, military, soft power and the rise of China. They show the current U.S. domestic economy is facing high deficits, high debt, high unemployment situation, the declining share of the world economy and the fact that technology-oriented is be challenging;in the military aspect, the legality and tactical questioning of the war in Afghanistan are being put on and U.S. military capabilities are challenged by unconventional warfare;in the soft power aspect, the international anti-American sentiment has always existed and U.S. free-market economic model stricken by the financial crisis has disillusioned;Many nations has rise to challenge the dominant position of the United States, especially China's rapid economic growth, military expansion and mature diplomacy made it become the biggest challenger. Commentators have still viewed the decline of American power and international status from a perspective view of traditional realism, emphasizing the importance of a country's military capability and the rise of other countries will inevitably bring challenges, But those of anti-decline based on liberal theories refuted those above, they stressed diversification of comprehensive strength and international role of institutions which constraints on the country. Through comparing views of both sides we can see the direct impact of the economic crisis and worry about the future of American power by the U.S. scholars result in the massive decline. Those people hope to alert the U.S. government and guide foreign policy by such a sensitive tone.The new decline voice bases on the fact more than forecast to reveal the U.S. power is declining;it shows a more prominent relative decline in U.S. comprehensive capacity not just a single aspect; it point in challenging China on a more prominent rise and it refuted the Bush administration's economic policies and unable recovery means, But there is no real innovation from a logical nature.Based on this, we should correctly look at the impact of the financial crisis on the U.S. economy, the overall strength of the United States and the decline voice from an objective view. This also indicates that current prosperous globalization theory needed constantly the real practice.
