| As an Important aspect of national human capital value-added and human capital value-maintained, scholars have increasingly pay more attention to compensation management of public service. For one reason, there is still much limitation in current compensation system of our country. For the other reason,It would induce low work corruption and enthusiasm and also be short of talents. This paper analyzes the compensation system of China in the view that based on the perspective of incentive theory, which researching on how to prom -pt work enthusiasm of the civil servants and avoid corruption though compensation reform.In general speaking, The paper's final purpose is to encourage and attract large quantities of outstanding talents to enter the administrative system, and prevent outstanding talents in existing government from running off effectively. the structure of our compensation system is a complicated project, and it must be considered and operated with the reform of the administrative system and system of public servants.
