Grassland not only provides the necessary means of production for local herdsmen but an ecological barrier for national economic and social sustainable development. Now, with the increase of population and livestock in pastoral areas, the grassland degenerated and deserted seriously. Many areas of grassland have entered a stage of not self-maintenance and not sustainable development--- environment, ecological system and social economy all unsustainable.In order to conserve and construct grassland and increase the income of herdsmen, our country took certain measures such as grazing prohibition and ecological immigrants in grassland which was sensitive and fragile extremely, leading part of the herdsmen move out of grassland, transforming the production style in order to reduce pasture stress fundamentally. This article chose Alukeerqin Banner in Inner Mongolia as the studying site which was typical animal husbandry. As the guide of population migration theories, ecological economics theory, eco-bearing capacity theory and the theory of human settlements, we studied with the method of household survey, combination of qualitative and quantitative research to study the cause and the problem of ecological immigrants further in Alukeerqin Banner. In order to search more compensation channel for further implement of ecological immigrants, combination with local economical development we propose some suggestion such as choosing proper ecological settlement, developing path of ecological migration, reasonable grassland transferring mechanism for protection of Immigrant rangeland tenure and establishing scientific ecological migration management mechanism...
