Social security just like the balancer and stabilizer during social development process, although with the economic prosperity, social security is obviously at a disadvantage position, especially for the vulnerable groups. For vulnerable groups, social security reflects justice and equality, the government must be highly atttioned.With the changes in the labor market, informal employment has rapidly expansion in recent years, but a large number of inormal employees are separated from the existed social security system. Therefore, this paper selected informal employees as the object , facing the lower insurance rate, heavy insurance burdens and other practical questions of the current social security syetems. As the informal employment has met the demand of the market economy and adapted to the employment of multi-level labors, because of industrial restructuring, tranfromed concept of working and other multiple factors, informal employment will play a significant role in future in the labor market , the scale of informal employees will certainly growing too. So that the government formulates a suitable social security system for informal employees is imperative, that means, based on the unified social security barget, we need taking fully considerations of the special group's nature, then give the relevant policy recommendations of the existed social security policies, through the appropriate flexible changes of policies to fit the employees'actual demand, ultimately to achieve the goal that all the informal employees be covered and the ideal of real equity of social security.
