| As an important principle of administrative ethics, justice runs through all areas of human life, and the social justice is the eternal pursuit of human society. In those contemporary democratic countries, administrative power originates from the people's sovereignty, and it belongs to public power. The government is the representative and manager of the entire society's interests. The public nature of public administration has decided its justice, the impartiality of public administration is very important to achieve social justice. Therefore, the government should promote the realization of social justice and deeply keep the administrative justice as the central theory of administrative ethics. It is not only the responsibility of public administration, but also the common demands of the whole society. So, the study about administrative justice can enrich the socialist concept of justice and the theory of administrative ethics, and provide the theoretical guidance to moral of public administration, as well as, it has its theoretical and practical significance about the anti-corruption struggle, eliminate the administrative injustice and establish a harmonious society.Therefore, firstly, basic on the administrative ethical connotations and value of options, the meaning of social justice, basic rules and the general theory of historical source, this paper introduces the internal relationship between the social justice and administrative ethics, namely:social justice is the basic values of administrative ethics, and administrative ethics is the security and ways to realize social justice. On this basis, it analyzes the lack of social justice and the reasons for it, by describing the role of government dislocation, inappropriate public policies, macro-control one-sided, the spread of power corruption which cause a series of social injustice, this paper analyzes the factors of administrative ethics, mainly about the shortage of administrative system, the lack of awareness of administrative responsibility, the lag of administrative ethics spirit and the inequality of relationship between officials and the public.Finally, respectively from the United States, Canada, Britain and France, the paper introduces the foreign experience and measures about construction of social justice; then combined administration ethics theory and the actual situation of our country, proposed construction of the basic recommendations of social justice, the main building around system construction and training philosophy of administrative ethics. Through several aspects measures:strengthen the construction of social systems, establish and perfect the legal protection system, improve the supervision mechanism of administrative ethics, establish a fair and open mechanism of public administration; establish the fair and impartial of administrative philosophy, and broaden the ways and means of citizen participation etc, to create the environment of social justice, nurture and development civil society, and strengthen the construction of social justice. |
